 Citizen-Only Crowdfunding for Lobbying Firms

  • Lobbying firms must be funded exclusively by individual citizens.

Regulated Corporate Contributions Based on Citizen Support

  • Lobbying firms may receive corporate funding, but only in direct proportion to individual citizen contributions.

  1. Corporate donations must adhere to a structured matching system, such as 1:1, 2:1, or up to 10:1, ensuring citizen-driven influence.

  2. A maximum corporate match limit per individual contribution may be set, capped at $200 per person to prevent disproportionate influence.

  3. Alternatively, corporate contributions could be restricted to N dollars per individual donor, regardless of the total donation amount.

  • This framework establishes a balanced approach, mitigating excessive corporate influence while amplifying grassroots support.

  • Encourages corporations to align their lobbying efforts with public interest, fostering greater accountability and transparency.

Conflict of Interest Restrictions

  • Lobbying firms are prohibited from accepting or maintaining contracts with opposing sides on the same issue, policy, or legislative matter. This prohibition is in place to uphold the highest ethical standards, eliminate potential conflicts of interest, and ensure that lobbying efforts are driven by clear, unbiased advocacy for each client’s position.

  • This policy aims to maintain trust and credibility in the lobbying profession by ensuring that lobbying firms advocate transparently and with integrity. Conflicts of interest undermine the democratic process and the principles of fair and impartial representation. Preventing dual representation guarantees that each client’s advocacy efforts are fully aligned with their interests, without interference from contradictory, competing objectives..

Ban on Foreign-Funded Lobbying

  • Foreign governments, entities, and individuals are prohibited from hiring or funding lobbying firms to influence domestic policy.

  • Foreign actors may not contribute to lobbying firms through intermediaries, subsidiaries, or affiliated organizations.

Restrictions on Foreign-Owned Corporations:

  • Corporations with foreign ownership exceeding X% by a single foreign entity are prohibited from hiring lobbyists.

  • Corporations with combined foreign ownership exceeding Y% across multiple foreign entities are also barred from lobbying activities.
